To help children believe, belong, and become all that they are meant to be by delivering high-quality academic services that help students meet educational goals and ultimately lead productive and successful lives. FDDOC’s Winners’ Circle After School Program strives to help students become independent learners in a sound educational environment.
The staff is highly qualified to provide high quality supplemental services in reading and/or math. The teachers in our Winners’ Circle Program work in the areas of elementary education, special education, and/or secondary reading or math. The site coordinators are selected on credentials and experience. The program executive director has a master’s degree in education with experience in teaching. The curriculum supervisor has a doctorate degree in secondary and higher education with degrees emphasizing special education and mid-management. The curriculum supervisor has 26 years of experience in education. Teachers are hired according to NCLB and Louisiana highly qualified criteria.

FDDOC SES Winners’ Circle Program provides bus transportation at each site after the services are completed each day. If the program operates on a Saturday, FDDOC provides bus transportation to the program and from the program.
The SES program gives low-income families new options for improving their children’s education. Research suggests that quality tutoring can help children improve their academic achievement by improving work habits, providing more individual attention, reducing risky behaviors and improving social and behavioral skills. More parents are asking for additional help for their children. According to the most recent longitudinal study from the U.S. Department of Education, in 2004-05, only 17 percent of eligible students received supplemental educational services. Three notable issues affected participation: Absence of available options, timing of notification and problems with communication. Maximum 1 to 10 students for every instructor; however, because FDDOC accepts students with disabilities, the IEP is followed for those students.

Yes, if district funds are still available to provide tutoring and the district approves it, FDDOC will operate in the summer. Parents should contact district personnel to inquire about a supplemental educational services summer program.
FDDOC is a “fully approved” provider which means we have met compliance requirements with the state department of education and have demonstrated positive achievement effects. Parents may view the status of providers by visiting the state department of education website or by calling the Federal Programs Director at the district. In addition, parents may call FDDOC for results of achievement gains for any district served. Parents should look for a program with pre and post testing capabilities, an individual learning plan for each student, research-based curricula, qualified teachers, free transportation and snacks, a secure and safe learning environment and the ability to increase student achievement. Providers should also be willing to share effectiveness results with parents and districts.
The Supplemental Educational Services (SES) program is part of the No Child Left Behind Act (NCLB) of 2001. Through the SES program, low-income parents can get free tutoring services for their children. These services provide extra help in reading and math. These services are delivered outside of the school day, on weekends, or during summer months. This tutoring must be in line with state academic standards and connected to the school district’s instructional program.
FDDOC rewards and incentives are based on student progress and attendance and not based on agreement to attend any FDDOC Winners’ Circle program. FDDOC believes that incentives should first come from within and not from external rewards. However, that internal drive to succeed educationally sometimes starts with relationships, positive reinforcement and praise. Incentives vary and are mainly developed by the children and parents of each district. FDDOC strives to encourage students to embrace success by supporting attendance and progress toward ILP goals, and incentives are a tool to build trust and allow us more access to the children we are serving. Any reward/incentive presented to students are within state approved guidelines.

Fully Devoted Developer of Children, Inc. (FDDOC) SES program’s slogan is “Winners’ Circle.” FDDOC utilizes reading and math programs (K-12). Educational programs are systematic methods of instruction that are aligned with the NCLB standards, the NCTM and the National Reading Panel Standards, and the state standards. All curricula provide pre and post test capabilities as well as frequent cumulative assessments, and are research based with successful achievement results.
The approaches or models of instruction include direct instruction by teachers, individual and small group instruction, manipulative-based instruction in math and daily review, with re-teaching in both reading and math. All curricula include incremental skill building and frequent assessment tools that continually monitor individual student/group performance and include reports that can be disseminated to parents and involve them in goal setting and timetables for improving achievement.
The instructional staff consists of part-time highly qualified teachers. Staff development is conducted for the following: review of all curricula for alignment to state standards and how to assess for targeted instruction, for intense review of all instructional materials and how to implement them daily.
The locations for tutoring include school facilities or community facilities. Students are not required to provide any materials. Specific strategies are utilized to evaluate program effectiveness, needs, strengths / weaknesses and to provide for proactive interventions. Progress is measured by the following data: surveys, pre/formative/post test data, attendance, state assessment gains, parent participation, staff preparation/certification, financial review, nutrition issues, and safety/security issues.
Through the No Child Left Behind Act, a school that has unacceptable academic growth will proceed through 5 levels of school improvement. The first level, school improvement level one, starts the school growth process. The second level, school improvement level two, allows parents to choose a school that is performing well. The third level of school improvement must provide parents and students with Supplemental Educational Services. The third level requires school districts to contract with a third party agency to offer tutoring services to students in these schools. 20% of the Title 1 school budget for each district is allocated to pay for these services along with school choice cost.
Once a school is required to offer services, normally a district offers providers meetings so that any provider who has been approved by the state and wants to provide services may present to meet parents. Parents are informed through letters from district if children are eligible for supplemental educational services.
The district will send parents an application and a list of state-approved providers. Parents complete that application, choose a provider and return that form to the district school.
Our Supplemental Education Services have built a reputation for the consistency of quality in after school programming by participating with parents, schools, and districts to educate and to nurture the whole child.
Once students are approved for FDDOC SES services, site preparation begins. First, FDDOC recruits a key leader or site coordinator, hires teachers, and conducts in-service on curricula and daily operation. A research-based curriculum both for reading and math is provided for each individual site. Transportation is arranged, if required. Provision for daily student snacks is coordinated. The site coordinators are instructed on the daily process: signing in students, employees, and FDDOC policy and procedure.
On the first day of tutoring, each student is pretested to measure student needs and to create an Individual Learning Plan (ILP). From the ILP, the Louisiana Grade Level Expectancies (GLE), or state standards, are taught and monitored to support the student to mastery level. ILPs letters and ILPs are sent to parents for communication and team work with parents. Each student receives 30 hours of individualized tutoring. At the end of the 30 hours, students take a post test. The pre and post test scores and GLE mastery are compared to measure student success.

FDDOC was incorporated to support at-risk students. FDDOC began as a family vision from prison ministry work that revealed because of the toll incarceration had on the families, intervention must take place in the lives of at-risk children. From that vision an organization with a heart for enhancing the lives of children has evolved. Through high quality education with a heart for enhancing the lives of children has evolved. Through high quality education from professionals who really care for them, FDDOC believes that children can “believe, belong and become.”
Children can become all they are meant to be and can belong in society as successful, productive, and healthy citizens. FDDOC has a dream of breaking cycles of dysfunction and failure in the lives of deserving children. Because these children have not had the opportunities afforded to other children in society, FDDOC has formulated goals to provide them with educational and enrichment opportunities to equip them for successful lives.
From those humble and idealistic beginnings, an organization was born. FDDOC is working to expand that dream and to sustain the organization’s work for the future of children.
